<p>   In the past four years, I have been the subject of three hit-and- run vehicle incidents. The first two were anonymous hits in parking lots. I came out of a movie, restaurant or some other appointment, and found my car so obviously damaged that the other party had to know about it, yet not one note under a windshield wiper. Both cowards drove off socking me with a large insurance deductible.     </p>
<p>   But last week took the proverbial cake. I was sitting at the traffic light at Hempland and Centerville Roads and a somewhat elderly lady in a silver SUV came up and bumped me. I felt it and, when I looked in the mirror, I could tell by her expression that she knew she did it. So I motioned across the road to the McDonald&#8217;s parking lot. I was absolutely stunned when I realized she had not stopped. The last I saw of her was the back end of her vehicle disappearing rapidly onto the Route 30 on-ramp. I called the police but with no license plate number, and only a vague description of the vehicle, there was nothing they could do. So once again I am facing paying another collision deductible that was not my fault.   </p>

<p>   I refer to Thursday&#8217;s page 1  lead  about the cash flight from South  Canterbury Finance caused by the  Government&#8217;s deposit guarantee  scheme. </p>
<p>   Another factor in this &#8220;cash  flight&#8221; is the advantage that cash PIEs have in that a depositor&#8217;s interest  is taxed at 30 per cent rather  than 33 per cent or 38 per cent  under standard deposits with      banks or finance companies.  This  distortion was introduced by the  previous Labour-led government,  albeit with the same revenue minister,  Peter Dunne, and could similarly  be regarded as &#8220;not perfect&#8221;  in the eyes of Finance Minister  Bill English. </p>
<p>   However, I would have thought  that it would be unwise to compound  this imperfection by  further lowering the tax rate for  Cash PIEs to 28c, which the Government  has done<br /><a href="http://www.associatedcontent.com/article/5574318/lower_bills_now_secret_technique_gets.html?cat=3">lower bills</a></p>
